Of course, keybinds and skill setups/layouts are the most personal component of PvP. It all comes down to what you're comfortable with, what's most efficient for you, and which skills you use most often. I would recommend you take a look at this guide and consider switching from WASD to ESDF. It's a fairly quick change and really does help a lot. (It only took me about three days to get used to my new movement keys.) Another major change I would recommend making is changing the flight keys from PageUp/PageDown to something closer to the movement keys. Using Flight Toggle versus Open Wings/Close Wings is also handy; it frees up one more space for a skill on your keybinds. I've changed R and F (rise and fall) to Ctrl + E and Ctrl + D. I love my flight setup, it's much easier than reaching my mouse hand over to PageUp/PageDown and having R open for more skills is great.

Here is my key setup. I'm very happy with the locations of some keys and a bit dissatisfied with others. I will explain my reasoning for some keys; I'm not saying YOU MUST SET UP YOUR SKILLS LIKE THIS, simply recommending my setup and what I like/dislike about it. This way, if you consider changing around your hotkeys a little, you have a vague idea of what you may want to try.
