Launch uTorrent (If you don't have it, get it here)
File -> Create New Torrent
Under "Select Source"
Click "Add File", browse to the file you want to make the torrent for and click "OK"
Under Trackers:
Select a public tracker (Google it, bitch). I usually use The Pirate Bay (http://open.tracker....ay.org/announce)
Web Seeds:
This is if the file is hosted on a web server, if so, copy and paste the link to the file here.
Make sure "Start Seeding" is checked, and click "Create and Save As...". It will now process the file and make the torrent.
Upload the torrent file somewhere that people can download it. Enjoy.
